This is another sad example of government incompetence. The status quo reigns supreme and good ideas and those who have them are sacked. There is no incentive for a government employee to solve problems. Problem solving disrupts the regular bureaucratic flow. Changing a form can literally be traumatic for those bureaucrats in the chain of the endless review system. Total reform will be required to change the current system. Jim
