States are much more creative when it comes to fiscal affairs than is the Federal Government. The Federal government has obvious places it can cut---like foreign aid and military adverturism. Does the U.S. need to solve the AIDS problem in Africa? Do we need troops in 170 countries? But I doubt anything will change---Washington, D.C. suffers from the idiocy disease. Jim
