Poor Margaret Spellings---she's still living in the George W. Bush era when we federalized public education. A closer look at those numbers would reveal that any improvement comes from students attending private schools, are home schooled or attend charter or magnet schools. The classic public school in an urban district is merely a grand example of teenage babysitting. Let us not kid ourselves, America's urban public schools are broken. I had high hopes for Arne Duncan, Obama's Secretary of Education. Unfortunately, he cowers before the teachers unions. Jim
