Earmarks after dark is the description of a cynical ploy to slip earmarks into conference reports with language requiring the appropriate government agency to spend the money. This is a ploy of the House Democrats---and the Democrats be damned. I hope the GOP has the courage to kill this manuever--it would be a test of their commitment to accountability and thrift. Frankly, I don't expect much. Jim
